ANALYSIS OF CUSTOMS STATISTICS AND NON-TARIFF BARRIERS TO REALIZE THE EXPORT POTENTIAL OF FOOD PRODUCTS FROM ARCTIC RAW MATERIALS

Abstract (English):
The information base of the study was the works of domestic and foreign economists in the field of research of export potential and methods of its management, data from Russian and international customs statistics, as well as policy documents describing the measures of support provided to food exporters in Russia today. The article discusses the concept of "export potential", methodological approaches to its assessment and implementation mechanisms. The specific determinants of the export potential of food products of Arctic origin with unique consumer properties and special technical and economic parameters of reproduction are characterized. The possibilities of using federal and international customs statistics data to assess the global market conditions of products planned for export and the choice of the country of export in conditions of a lack of statistical data are shown. The analysis of measures of state support in the Russian Federation for food producers has been carried out, which made it possible to assess the real opportunities already created for producers to promote their products to foreign markets, as well as to differentiate the areas of responsibility of producers themselves in the complex of state support measures. Recommendations are presented aimed at developing measures to support exporters of reindeer meat products in terms of improving procurement schemes and primary processing of raw materials, providing information on quality standards and supporting documents in force in China, as well as deepening the detail of federal customs statistics on products of deep processing of northern venison.
