EXAMINATION OF REQUIREMENTS FOR GOODS IN PROCUREMENT FOR STATE AND MUNICIPAL NEEDS

Abstract (English):
The information base of the research was composed by scientific publications in commodity and documentary examination, regulatory documents, materials from the official site of Unified Information System in the area of procurement for state and municipal needs. The customer requirements for the purchased goods were analyzed on the example of the purchase of porcelain tableware. It is shown that the absence of information about consumer properties and standardized requirements for the quality and safety of the tableware in the Catalog of goods, works, and services, specialized on procurement sphere leads to the numerous errors in drafting procurement documents. Studying the procurement structure of crockery by industry affiliation shows the significant share of educational establishments, which proves the necessity of requirements of special technical regulations that are still very rare in procurement documents. Indicators of efficiency in procurement in the selected product segment were calculated on such criteria as the competition among the participants of purchase, budgetary savings and timeliness of purchased material sources of acceptable quality. Recommendations for increasing the efficiency of procurements in terms of improving customer requirements for acquired dishes based on the results of the decomposition of purpose of material sources’ procurement for the needs of organizations providing public sector services were formed.
