The transformation of modern universities into open innovation ecosystems represents a strategic response to global challenges in the economy and higher education. This study aims to improve the methodological approach for assessing the maturity level of university ecosystems by developing and testing a comprehensive diagnostic tool. The paper presents a synthesized methodology comprising six criteria blocks: strategy and management, internal components and culture, external links and networks, infrastructure and resources, digital transformation, and performance. The methodology was applied in a comparative analysis of strategic documents and reports from two federal universities – Siberian Federal University and Far Eastern Federal University. The empirical study identified two distinct ecosystem models with different maturity levels and development trajectories. Siberian Federal University demonstrates a model with a dominant educational value type and an industrial-integrated development trajectory, characterized by deep integration with regional industrial corporations. Far Eastern Federal University represents a model with a dominant entrepreneurial value type based on a designed entrepreneurial-export ecosystem, focused on creating new growth points through technological entrepreneurship and education exports to Asia-Pacific countries. The comparative analysis shows that despite similar levels of strategic maturity, the universities differ significantly in implementation stages and focus areas. The developed methodology for assessing university ecosystem maturity provides university management with a practical tool for self-assessment and strategic planning, enabling the identification of strengths and development areas in the ecosystem transformation process.
