Исследован вопрос кооперации малых форм хозяйствования в молочном производстве. Проанализирована ситуация с развитием кооперативных объединений мелких фермеров в мировой практике и отечественной экономике. Выявлены причины, тормозящие этот процесс в России. Определены цели и преимущества кооперации малых производителей сельхозпродукции. Рассмотрены предпосылки создания аграрных кооперативов в регионах. Изучены особенности функционирования кооперативных организаций производителей молочной продукции. Показаны место и роль сельскохозяйственных потребительских молочных кооперативов в развитии молочно-продуктового комплекса России, дана оценка современным тенденциям развития. Представлены стратегические перспективы развития производства молока и роль малых форм хозяйствования (а также их объединений) в этом процессе. Приведены законодательные и нормативные акты, а также программные документы российской Федерации, которые определяют векторы развития сельского хозяйства и производства молока в частности, включая меры и инструменты государственной поддержки фермерских хозяйств и кооперативов в данной сфере, и основные федеральные программы, направленные на поддержку малых производителей в агросфере. Изучены системные проблемы и пути их решения при задействовании субсидий и грантов мелкими сельхозпроизводителями.
The article explores the cooperation of small forms of agricultural manufacturers in milk production. The development of cooperative associations of small farmers in world practice and the domestic economy is analyzed. The reasons of slowing down this process in Russia have been identified. The goals and advantages of cooperation between small agricultural manufacturers are determined. The prerequisites for the creation of agricultural cooperatives in the regions are considered. The specific features of the cooperative organizations of milk manufacturers have been studied. The place and role of agricultural milk cooperatives in the development of the Russian milk complex is determined, and current development trends are assessed. The strategic prospects for the development of milk production, and the role of small business forms, as well as their associations, in this process are considered. Legislative and regulatory acts, as well as program documents of the Russian Federation, which determine the vectors of the agricultural development, and milk production in particular, have been studied. Author pays attention to measures and instruments of state support for farms and cooperatives in the sphere of milk production. The main federal programs, which have been created in order to support small producers in the agricultural sector, are presented. Systemic problems of using subsidies and grants by small agricultural producers and ways of its solving have been studied.
