Ensuring food security is one of the priority tasks set in the Russian Federation. The security of individual regions constitutes an integral component of national security. To resolve this task, it is necessary to develop a methodology for assessing current food security. Most existing methodologies are based on the indicators outlined in the Food Security Doctrine and their comparison with threshold values. These primarily include indicators of physical availability and provision, as well as population income levels, which reflect economic accessibility. In our view, it is also essential to consider the consumption of high-quality and safe food products. We refer to this concept as a “culture of consumption”. It is necessary to identify relevant indicators within this block of food security assessment, analyze available statistical data, and integrate this component into the overall methodology for assessing regional food security. This approach was tested using the example of Krasnoyarsk region. The region is characterized by challenging conditions for the development of the agro-industrial complex, resulting in varying levels of self-sufficiency and food independence across its territories and municipalities. Nevertheless, at the initial stage of the approbation, Krasnoyarsk region was analyzed as a unified entity due to the unavailability of detailed data and the “culture of consumption” component of food security was examined in terms of its temporal dynamics. Ten key food products were selected to evaluate consumption against recommended dietary norms. Additionally, this block included an assessment of whether the actual caloric value of diets met recommended standards. To assess quality and safety, we used the results of laboratory analyses of food and drinking water samples. A scoring method was then applied to calculate an integrated indicator for this block, and conclusions were drawn regarding the overall culture of food consumption.
